Red was born in Quitman, Arkansas and moved to Westover, Texas in 1930. He graduated from Westover High School in 1942. Red had various occupations starting at the age of seventeen; he drove a school bus, he was a harvester, and a farmer. In 1945 Red married the love of his life, Betty Jo Reid. He went into the drilling business in 1951 and operated under the name of Megargel Drilling Company until the early 1990's. Red was a great contributor and supporter of communities in the area. He served on the School Board for Megargel Independent School District, built the city park in Megargel, and was awarded the Community Builder award in 1992. He also was a member of the Olney Rodeo Association and provided materials and labor to help build the Seymour Rodeo Arena. He helped build the emergency water line to Olney and had the only independently sponsored covered wagon in the Bicentennial Wagon Train that traveled from Houston, Texas to Valley Forge, Pennsylvania.
Red was preceded in death by his parents, Benny and Sally Shaw Livingston; two brothers: Dennis Livingston and J.D. "Lanky" Livingston; three sons: Freddie Livingston Sr., Eddie Livingston, and David Livingston Sr.; and a grandson, Reid Livingston.
