Joe was born on January 19, 1933 in Marshall, Texas to the late Joe Fobbs, Sr. and Clara (Jernigan) Fobbs. He married Verma Wilson on April 4, 1975 in Chillicothe, Texas. He moved to Olney in 1977 from Chillicothe and was a faithful member of First Baptist Church. He had worked in construction for most of his life and served as janitor and groundskeeper at First Baptist Church in Olney until his retirement. Joe served his community and church, always thinking of others before himself. He especially loved helping with the annual March For Jesus and praying for others to know Jesus. He would often open his prayers by saying "Father, thank you for allowing me to see a day that I've never seen before". Joe loved playing dominoes and going fishing, but spending time with family was his greatest joy.

He was preceded in death by his sisters: Ulacell Hawkins, Minnie Kay Tatum, Bernell (Norice) Hence, Ina Norris, Alice Waugh; brother, William (Bay) Fobbs Sr.; daughter, Atlene Moore (Fobbs); sons: Joe Eddie Fobbs, Joseph Fobbs, Horace Fobbs, and Cleo Fobbs.

He leaves to cherish his memories: his loving wife, Verma Fobbs of Olney, Texas; his children: Howard Calloway Fobbs of Tyler, Texas, Odis Fobbs of Vernon, Texas, Vernell Fobbs of Odessa, Texas, Reba Fobbs Givens of Midland, Texas, Vivian Paul of Dallas, Texas, Sandra Fobbs Paul of Olney, Texas, Freeman Earl Fobbs of Olney, Texas, Lorene Fobbs Williams of Newport News, Virginia, Steve Fobbs of Dallas, Texas, Angela Givens of Ft. Worth, Texas, Tongula Givens Steddum of Houston, Texas, Teresa Fobbs of Olney, Texas; and one brother, Horace Fobbs of Lubbock, Texas. He also has 35 grandchildren, and a host of great-grandchildren, nieces and nephews, and many other relatives and friends.

Memorials may be made to: March for Jesus, c/o Verma Fobbs, 608 South Ave. G, Olney, Texas or to First Baptist Church, P.O. Box 734, Olney, Texas 76374.
